Howard L Stafford

Howard Lamont Stafford entered into eternal life on Monday, March 9, 2026. A native of Wilmington, Delaware, Howard was born to Howard and Vernice Stafford. Howard received his early education in Wilmington Public Schools. For 62 years, he faithfully served New Castle County, a testament to his strong work ethic, reliability, and commitment. His career was more than a job, it was a reflection of his character and sense of purpose. Even in retirement, the pride he carried from those years remained evident to all who knew him. Before retiring he had a tradition that became part of his story; each year he would take his vacation around the second week of October enjoying time away and returning after the Martin Luther King Jr. holiday in January. It was a routine he looked forward to. In his younger years, he found simple pleasure in watching classic black and white Western movies, while eating wild game one of his favorite food choices. As the years went on, his routine shifted to a quieter comfort, you could often find him listening to Delaware news radio or tuning in to a baseball game. He was married to his beloved wife of 46 wonderful years, sharing a bond rooted in love and partnership. Though she passed away 23 years ago, her memory remained close to his heart, and their life together continued to shape the man he was. Family meant everything to him. He especially cherished visits from his grandchildren and great-grandchildren, who brought him immense joy. Known for his playful generosity, he would often slip them a little money “to buy junk” as he like to say. A small gesture that became a treasured memory for those who received it. He will be remembered for his dedication, quiet strength, and the love he held for his family. His legacy lives on in the many lives he touched. Howard was preceded in death by his loving wife, Florine Stafford; his parents, Howard and Vernice Stafford; his sons, Carlton Armstead, Roy Armstead, and David Moore; his brothers, Harvey Hubbard, Elwood Hollis, Alton Stafford, and Gilbert Stafford; his sister, Juanita Hardin; sisters-in-law, Anna Wisher and Ethel Gibbs; his grandson, Troy Stafford; his God-given grandson Anthony McIver; his granddaughter, Caritila Baker; his great-grandson, Jaiquone Moore; and his niece, Frain Stafford. Howard leaves to cherish his memory his devoted daughter, Lois Moore, and daughter, Sharon Worton; his sister, Janice Portluck; 11 grandchildren; 32 great-grandchildren; 21 great-great-grandchildren; and a host of nieces, nephews, other relatives, and friends.
